The owner address and aircraft registration are not the only situs facts. Actual basing and a genuine taxable connection outside California can require a more specific allocation analysis.
Start with habitual location
Sacramento County describes situs for noncommercial aircraft as the airport where the aircraft is habitually situated when not in flight. Contra Costa guidance similarly looks to habitual location or the most California ground time, while recognizing possible allocation for out-of-state situs. Collect actual ground-location records instead of assuming the airport named on an insurance application conclusively establishes the assessment location.
Distinguish county allocation from interstate situs
BOE Annotation740.0002 warns that Rule205(b) addresses determinations between California counties and should not be mechanically applied to general aircraft employed in interstate commerce. Establishing a taxable situs outside the state is a different analysis from choosing between two California airports. An out-of-state overnight or simple days-away percentage does not automatically establish a right to proration.
Keep evidence that explains the pattern
Flight logs can show travel but the file should also explain storage, hangar rights, recurring operations, out-of-state assessments and the reason for multiple bases. Resolve inconsistent addresses across FAA, insurance, county and management records. Keep the ownership entity and aircraft serial number consistent. Ask the adviser which records demonstrate actual taxable situs and how to present them to each involved assessor without claiming mutually inconsistent facts.
Model scenarios without deciding allocation
A property-tax tool may accept a professional-confirmed adjustment for planning, but should not determine legal situs or allocate from raw flight data. Compare the adviser-supported scenarios and identify uncertainty. Revisit the analysis if the ownership mission or base changes materially. An acquisition model that assumes maximum proration from the outset can understate recurring cost and leave the owner unprepared for the actual assessment.
A practical planning exercise
Illustrative issue: a jet alternates between Van Nuys and a Nevada base. Prepare location records, hangar agreements and any out-of-state assessment. Let the adviser evaluate taxable situs before inserting an allocation percentage into the property-tax budget.
Your next-step checklist
- Map actual ground locations.
- Separate county and interstate questions.
- Reconcile official records.
- Obtain supported allocation advice.
