A useful assessment review starts with the correct valuation date, configuration and condition. Asking prices or a later sale need context before they can support an argument about assessed value.
Understand what is being valued
Sacramento says it uses aircraft valuation guides with the annual statement and a January 1 value date. Contra Costa similarly describes fair market value as of January 1. A value from a financing appraisal, insurance schedule or later listing may use different assumptions. Identify the assessment year and compare the same aircraft configuration, maintenance status and market period before deciding that a difference proves the county figure is wrong.
Prepare aircraft-specific evidence
Organize current logs, total time, engine program position, major inspection status, modifications, damage history and relevant condition photographs. Explain how each item affects the proposed value rather than overwhelming the assessor with unrelated records. If using comparables, distinguish asking price from confirmed sale evidence and identify material differences. A low-priced aircraft with a major maintenance event due is not automatically a direct comparable.
Separate informal questions from formal rights
Contacting the assessor to discuss information and filing a formal assessment appeal are different actions. Ask the county for the applicable process and deadlines; an informal discussion should not be assumed to preserve appeal rights. Keep a chronology of notices, correspondence and adviser instructions. Use the current county procedure and deadline for the particular assessment rather than relying on a generic statewide date.
Keep the cash-flow plan realistic
A pending review is not an approved reduction. Budget the known bill and any adviser-confirmed payment obligation while the issue is unresolved. Keep potential savings in a separate scenario. If the value is adjusted, retain the decision and reconcile the actual bill or refund with the forecast. Avoid valuing the aircraft solely to obtain a preferred tax budget that conflicts with the lender or sale analysis.
A practical planning exercise
Illustrative review: a guide value assumes average condition, while the owner has documented damage and a major inspection due on January 1. Submit dated, aircraft-specific evidence and a reasoned comparison; do not merely point to a lower online asking price.
Your next-step checklist
- Confirm valuation date.
- Prepare configuration and condition evidence.
- Check formal deadlines separately.
- Budget unresolved amounts conservatively.
