The decision in focus

Identify registration, title, delivery, tax, currency and operating issues at the beginning. An internationally located aircraft or foreign ownership connection can change the work needed even when the buyer intends to base in California.

Map the cross-border facts

Record current registration, aircraft location, seller and buyer entities, nationality or citizenship issues, delivery plan and intended operation. Ask qualified advisers which import, export, deregistration and registration steps apply. The FAA publishes eligibility requirements; an entity formed in the United States is not by itself a complete registration analysis.

Coordinate lender and legal review

Provide the lender the actual aircraft and party structure early. Ask about acceptable jurisdictions, title evidence, closing arrangements, insurance and funding conditions. If aircraft or engines may involve additional registry interests, have specialist counsel address them. Do not assume a domestic title process alone resolves every international interest.

Budget timing and currency separately

List price currency, deposit dates, conversion assumptions, ferry or positioning costs, inspections, customs advice and contingencies. A currency movement can change cash required even if the negotiated price is unchanged. Obtain actual service quotes where possible and keep allowances labeled; a financing payment estimate does not cover the whole delivery transaction.

Keep California planning fact-specific

Have the tax adviser assess delivery, first use and subsequent California activity under the applicable rules. Foreign or out-of-state delivery is not automatically a California tax exclusion. Coordinate the advice with the actual purchase and operating timeline, preserving records rather than relying on an informal narrative after closing.

Illustrative decision worksheet

Illustrative only: a California buyer agrees to a price in euros while the planned loan is in dollars. Build at least two exchange-rate cases and show deposit and closing conversion dates. Add delivery and professional-service allowances separately. No assumed exchange rate in the worksheet should be presented as a locked transaction rate.
