The reporting calendar and an exclusion measurement period are different. Organize both so a later flight test does not conceal an earlier filing obligation.
Maintain parallel calendars
One calendar tracks filing, payment, agency correspondence and responses. Another tracks the operating period relevant to an exclusion or presumption analysis. CDTFA guidance explains that an applicable test period can still be running when payment or claim action is due. Do not wait for a six- or twelve-month history to mature without deciding what must be reported in the meantime and who is responsible for that action.
Use actual contact and purchase dates
The aircraft guide describes payment timing involving the earlier of specified month-end dates tied to agency contact and purchase. Have the professional calculate the actual deadline from complete facts and current instructions. Save the notice and electronic delivery record. A spreadsheet entry saying one year after closing is too imprecise for a month-based rule. A later agency letter should be reviewed even if another calendar date was previously assumed.
Track evidence supplementation
Where the test period is incomplete, CDTFA describes submitting available documentation and supplementing it. Assign someone to maintain an inventory and outstanding record requests. Keep copies of what was actually submitted, not only the folder from which it was assembled. Record the case reference, submission date and instructions received. The final evidence package should reconcile with the initial claim, the flight history and every intervening communication.
Complete the post-closing handoff
Delivery does not end administrative work. The buyer, accountant, manager and counsel should know who files, pays, responds and retains flight support. Reconcile the closing allowance with the final obligation and save proof of payment. Resolve unexpected notices through the responsible professional and official channel rather than ignoring them because someone on the transaction team believed an exclusion would apply.
A practical planning exercise
Practical worksheet: record purchase, initial entry, every notice, adviser-confirmed deadline, evidence due dates and responsible person. Add proof links and completion checks. The worksheet supports workflow; it does not calculate legal deadlines or file a claim automatically.
Your next-step checklist
- Save agency contact dates.
- Confirm the exact deadline.
- Track flight tests separately.
- Retain submissions and supplements.
